After checking how prepared the election work was, the Election Commission ordered the five IPS officers to be DIGs in West Bengal. The order, which came out on Wednesday, says these new DIGs are for important areas, and it says they should start their jobs immediately. The Election Commission wants a report by 11 am on March 19th to prove they’ve started.
EC Orders Five DIG Postings Across West Bengal
Rathod Amitkumar Bharat will be the DIG for the Raiganj Range, and Ajeet Singh Yadav will be the DIG for the Murshidabad Range. Shrihari Pandey is now DIG for Bardhaman, Kankar Prosad Barui is going to the Presidency Range, and Anjali Singh has been made DIG for the Jalpaiguri Range.
These appointments are part of a larger effort to make election management stronger as the two rounds of the state assembly elections get closer, on April and April 29th. Votes will be counted on May 4th. Again, the Election Commission is stressing fairness and being prepared.
Background and Immediate Compliance Requirements
The order says the DIGs should start their work right away and a report needs to be submitted by 11 am on March 19th, to show they’ve joined their positions. This shows the Election Commission wants the administration to be set up a good while before people actually vote.
This round of postings follows an earlier set of people being moved or removed from their positions after the election rules of conduct started. Before this, the Election Commission had changed the state’s chief secretary and home secretary and removed important police officials, all to make sure the election is fair.
Profiles of the Newly Appointed DIGs
Rathod Amitkumar Bharat used to be the DIG in charge of traffic for the state police. His experience with traffic could be useful for coordinating the movement of many people and supplies during the election, like safely transporting police and voting materials.
Ajeet Singh Yadav was working in the DEO (District Election Officer) section of the state as the Superintendent of Police for election work. Because of this, he has a lot of experience with how elections work at the district level, and helping voters.
Shrihari Pandey has worked in the Intelligence Branch in North Bengal, so he’ll bring skills in investigation and working with intelligence to Bardhaman. Kankar Prosad Barui was the DIG (Prisons), a job that involves keeping people in custody safely and planning security. Anjali Singh was the DIG (Traffic), so she has operating experience and will be in Jalpaiguri.
Wider Bureaucratic and Police Reshuffle Ahead of Elections
These five DIG appointments are happening with a larger shake-up of positions at the very top of the administration and police. The Election Commission has appointed a new chief secretary and home secretary, and has named people to be in charge of the state police, the Kolkata police, and the law and order departments, for the time being.
The top police leaders have been changed, with a new Director General for the state and a new Commissioner for the Kolkata Police. It’s normal to do this when the election rules of conduct are in effect to cut down on the possibility of any bias, and to make sure the law is enforced fairly during the election.
Implications for Poll Preparedness and Local Administration
The goal of removing the senior government officials and putting in the new DIGs is to build an administration for the election that won’t favor anyone. These changes should help the Election Commission, the state government, and the police work together better, particularly regarding security, controlling crowds, and making sure the election is honest.
People who are watching the election also point out that 13 new District Magistrates have been assigned, and they will be the District Electoral Officers. Coordinating the administration and police at both the district and range levels is meant to make decisions quicker and make sure election rules are followed the same way everywhere.
The Election Commission's actions show they are being very careful about managing a large state election. With clear dates for starting and providing proof of being in the job, the attention is now on actually running the election and making sure the election process is fair in West Bengal.
