Vijay has made it a point to keep the most important levers of power in his own hands. Home, Police, and the core of the administration are with him, as are Municipal Administration and Urban and Water Supply. It’s a first in some 50 years for these urban and social files to be in the CM’s office, and you can expect it to make for swifter decisions.
Why this cabinet map matters for investors
On the economic side, there are clear custodians for the two portfolios that set the state’s tempo. Finance is with the senior KA Sengottaiyan, who will also have an eye on Pensions. Selvi S Keerthana, the youngest in the room, has been put in charge of Industries and Investment Promotion, putting a new face at the front line of deal-making.
Here are five investor-facing signals from the allocation:
– Finance under KA Sengottaiyan
– Industries and Investment Promotion with Selvi S Keerthana
– CM holds Municipal Administration and Urban Water
– Energy and Law consolidated with R Nirmalkumar
– Public Works and Minor Ports with Aadhav Arjuna
Regulatory and utilities: stability with accountability
R Nirmalkumar’s job is to be an enabler and a watchdog. He’s in charge of Electricity and Non-Conventional Energy, but also Law, Courts and the like. That combination should mean cleaner procurement and a more consistent power policy – something any investor will want to see.
Then you have P Venkataramanan as the man for Food and Civil Supplies. He’ll be on top of Consumer Protection and Price Control, the kind of things that put a lid on inflation and affect what you see on the retail shelf.
Infrastructure, rural capital, and human development
For the developers and EPCs out there, Aadhav Arjuna’s role is one to watch. He has Public Works, from buildings to highways and minor ports, all under one roof, which ought to make for less hassle in planning and logistics.
N Anand, the No. 2 in the Cabinet, is looking after Rural Development and Water Resources. With Panchayats, Irrigation and Poverty Alleviation in his mix, the focus will be on last-mile assets and water security, both of which matter to agri-processing and MSMEs.
Dr KG Arunraj is the Health and Medical Education minister; a robust public health system is good for de-risking projects. Dr Prabhu has been given the Natural Resources file, and with Minerals and Mines, he’ll be the one to talk to for supply chain clarity.
Education, culture, and information ecosystem
Rajmohan is in charge of a wide array of things from School Education to Film Technology and the Cinematograph Act. For anyone in edtech or media, having one person to coordinate with in the government can cut through the red tape.
What happened and what is next
The formalities were done on Saturday. P Senthilkumar, the CM’s Secretary, had a word with Governor Rajendra Arlekar and presented the list before heading over to the CM’s home.
All told, the CM has kept a long list of files, from General Administration to the welfare of the differently-abled. It’s a centralised approach that speeds up the process, if only because it puts the onus of accountability in one place.
What to look for in the coming weeks? The first budget from Sengottaiyan, the kind of pipeline Keerthana can put together, and how Nirmalkumar handles the legal and power reforms. If the execution is there, the capital will follow.
