Rajnath Singh’s Germany Visit Aims to Strengthen Defence Ties and Industrial Cooperation

Rajnath Singh is in Germany for three days to improve how India and Germany work together on defense, specifically with a plan for how industries can cooperate and a program for training for United Nations peacekeeping. He'll be speaking with German leaders, meeting with companies in the defense industry, and possibly reaching an agreement about a project to get submarines, all of which fits with India's "Make in India" program (encouraging things to be built in India).

Rajnath Singh’s Germany trip began Tuesday with a formal welcome in Berlin, showing how important increasing the defense relationship between India and Germany is. From this trip we can expect a detailed plan for Defense Industrial Cooperation and a training arrangement for UN peacekeeping, which will give a clear plan for creating and building things together.

When he arrived in Berlin on April 1st, the Defense Minister received a military ceremony. He flew from Munich to Berlin on a special plane from the German Air Force, and fighter planes flew alongside it, to show how important the visit is to both Germany and India.

Berlin honours and high-level agenda

In Berlin, Mr. Singh is to meet with Germany’s Defense Minister Boris Pistorius and other top government people. The Ministry of Defence says they’ll discuss working together on defense industries, having the military from each country work with each other more, and cooperating in newer areas like protecting computer systems (cybersecurity), artificial intelligence, and drones.

The visit will also look at projects that are already happening and find new ways to work together. Officials have said the plans show that both countries are thinking alike about advanced technology, keeping supply chains strong, and building abilities for the long term.

Roadmap and training pact expected

A key result of the trip is expected to be the signing of the Defence Industrial Cooperation Roadmap; the Ministry of Defence says this will give a definite framework for jointly designing and making defense systems and equipment.

A plan for how to actually do the training for UN peacekeeping activities is also likely to be agreed upon while both Defense Ministers are present. Together, these things will make the way the two countries work together stronger and speed up practical cooperation.

Industry push under Make in India

Besides the talks with the government, Mr. Singh will meet with high-ranking people from German defense companies. They’ll be focused on joint ventures (businesses they start together), partnerships for technology, and building things together in Germany and India, again in line with “Make in India”.

In a quick statement to the public, Singh said he’s in Berlin for three days, and he’s looking forward to meeting with his German colleague and talking to industry leaders to encourage the joint creation and building of things.

Submarine project and wider cooperation

Officials suggest that Germany and India might finalize an agreement between governments for Germany to supply six very quiet submarines to the Indian Navy. ThyssenKrupp Marine Systems and Mazagon Dock Shipbuilders Ltd are currently discussing the price with the Ministry of Defence for the project, which will likely cost 5 billion Euros, and is a major part of the “Make in India” program.

In recent years, India and Germany have been steadily increasing their cooperation on defense and security. Because it’s getting easier to get permission to export things, officials point out that approvals are happening faster and Germany is sending more defense equipment to India.

This is the first time an Indian Defense Minister has gone to Germany in seven years. Nirmala Sitharaman visited in February 2019, and Boris Pistorius went to India in June 2023 for a lot of discussions with Mr. Singh.

From April 21st to April 23rd, both countries will have detailed discussions in Berlin. They hope to finalize the industrial plan and the peacekeeping training arrangement. They will also look at what’s already being done and decide on new projects they can do together.
